The Father of Angklung Daeng Sutigna first created the diatonic angklung in 1938. MENTERI Luar Negeri Republik Indonesia, N. Hassan Wirajuda, tersenyum-senyum menyaksikan seorang anak laki-laki usia balita ikut-ikutan menari, dalam pertunjukan helaran yang digelar oleh Saung Angklung Udjo, Selasa siang pekan lalu, di Jln. Padasuka No. 118 Bandung. Selain itu, ia dijamu pula dengan pertunjukan musik angklung yang dimainkan oleh 13 orang seniman asing penerima Beasiswa Seni dan Budaya Indonesia (BSBI) dari pemerintah Indonesia cq Departemen Luar Negeri. Ke-13 seniman yang datang dari 13 negara sahabat Indonesia itu memilih belajar di Saung Angklung Udjo.

"Belum satu bulan mereka tinggal di Saung Angklung Udjo, sudah bisa main angklung. Bagus. Mudah-mudahan, program yang dijalankan oleh pemerintah ini tidak sia-sia, dalam memperkenalkan seni dan budaya Indonesia secara langsung kepada para seniman asing yang ingin mendalami seni tradisional Indonesia," ujar Hassan Wirajuda, di sela-sela acara tersebut, sambil mengatakan bahwa program BSBI untuk pertama kalinya diselenggarakan oleh Departemen Luar Negeri RI pada tahun 2003. Pada saat itu, sejumlah seniman asing penerima program tersebut berasal dari Australia, Papua Nugini, Filipina, Timor Leste, dan Selandia Baru. Pada 2004, penerima program BSBI diperluas ke negara-negara ASEAN plus seniman dari Cina, Jepang, dan Korea Selatan. Pada tahun 2006, penerima program BSBI selain para seniman dari negara-negara tersebut, ditambah dengan seniman dari India. "Tahun 2007 lebih banyak dari itu. Mulai tahun ini, seniman dari Afrika Selatan ambil bagian," jelas Hassan Wirajuda.

Seniman asing penerima program BSBI, dibebaskan memilih seni tradisional apa yang ingin dipelajari di Indonesia. Yang ditawarkan saat ini baru seni tradisional Sunda, Jawa, dan Bali. Mereka selain belajar seni tradisional, juga mempelajari bahasa ibu dan masakan tradisional setempat, meski beasiswa yang mereka terima hanya untuk 3 bulan tinggal di Indonesia.

"Tujuan diselenggarakannya program BSBI ini, tiada lain ingin memperkenalkan seni dan budaya Indonesia lewat para seniman negara-negara sahabat yang belajar langsung di Indonesia. Ini semacam diplomasi budaya. Lewat kegiatan semacam ini, mereka jadi tahu bahwa negara Indonesia adalah negara yang ramah bukan sarang teroris," tutur Hassan Wirajuda.

Seorang wartawan bertanya soal seni angklung yang diklaim oleh Malaysia sebagai produk seni tradisional Malaysia dan hendak mematenkannya. "Apa perlu untuk menyikapi ulah Malaysia semacam itu, Indonesia memutuskan hubungan diplomatik dengan Malaysia?"

Mendengar pertanyaan semacam itu, Hassan Wirajuda tampak tersenyum. "Tidak perlu, selama masih bisa dibicarakan. Lagi pula, pada bulan September 2007, Indonesia akan mempertunjukkan seni angklung secara besar-besaran di Markas UNESCO Paris. Itulah sikap kita dalam menjawab persoalan tersebut, tentunya tidak hanya berhenti di situ," kata Hassan Wirajuda. (Soni Farid Maulana/"PR")***
